Construction at the West University Place Recreation Center started on Monday, October 26. The work begins one floor up, in the upstairs viewing area. The City of West University Place says that space "will eventually be the location for the cardio equipment," and it is being renovated before anything happens to the cardio and weight room members use today. Because the work runs in that order, the facility can keep running through most of the project. It also means the months between now and late January are the easy half for anyone who works out there.
The city laid out the plan in its Recreation Center Improvements update, posted October 20. It says the project was split into two phases "to minimize disruptions and maintain access to the fitness equipment throughout construction."
The Order of Work Is the Plan
The new room gets built before the old one comes out. Here is how the schedule has come together so far this year:
- April 8, 2026. The city posted updated equipment selections and a 3D video of the equipment area, built from resident comments. The Parks and Recreation Board said it would recommend the revised layout at its April 29 meeting.
- May 6, 2026. The Friends of West University Parks Fund approved $390,000 for the new cardio and weight room equipment.
- July 27, 2026. City Council approved spending that $390,000, and the city's architect, Pierce Goodwin Alexander and Linville, known as PGAL, presented updated renderings and a tentative schedule.
- October 12, 2026. Council awarded the construction contract to Synth Construction.
- October 26, 2026. Phase one began in the upstairs viewing area.
- Late January 2027. Phase two is estimated to begin.
- Spring 2027. The city's update says completion is "anticipated in May." Community Impact reported that Parks and Recreation Director Susan White told council the whole project is scheduled to wrap up by the end of April 2027.
The equipment came before the construction. The machines were picked, revised after feedback and paid for months before a contractor was hired, so the space being built now has a set layout to fit.
What Phase One Means for a Regular
The city's update lists the spaces phase one will not affect: the current cardio and weight room, the lap pool, the classrooms, and the squash, racquetball and basketball courts. Through the holidays, a morning swim or a weeknight pickup game should look the same as it did in September.
The city also says members and guests "may still be inconvenienced by equipment relocation, construction noise or related activities," even with the steps staff and Synth Construction are taking to limit the impact. According to Community Impact's account of the October 12 meeting, White said the center will stay open for the most part. She also said the space might have to close for one or two days for tile removal and noise, and that she expects the contractor to work with the city to get through that quickly. No date for that possible closure has been announced. Anyone who builds their week around the Rec Center should watch the city's project page.
The upstairs corridor is getting attention too. The contract includes an alternate item for upstairs corridor improvements and replacing the stair flooring. If cardio moves upstairs, the stairs and hallway will carry far more traffic than a viewing area did.
How an $886,000 Budget Became a $629,538 Contract
The October 12 council agenda memo shows $886,000 budgeted for the Recreation Center Fitness Improvements. The expenditure approved that night was $629,538, with no extra appropriation required. City staff finished reviewing bids on September 24, 2026. All five bids were complete, and they spread out like this:
| Bidder | Base bid | Alternate 1 | Total |
|---|---|---|---|
| Synth Construction | $572,695 | $56,843 | $629,538 |
| CZS Developers | $620,674 | $41,643 | $662,317 |
| Frost Construction Company | $684,513 | $55,000 | $739,513 |
| FMG Construction Group | $707,095 | $45,755 | $752,850 |
| O'Donnell Snider Construction | $894,798 | $64,520 | $959,318 |
There is a $329,780 gap between the highest and lowest totals. The winning bid came in $256,462 under the amount budgeted. Staff ranked Synth's bid as the best value. The memo says every reference came back positive and that staff found no concerns about the firm's performance, schedule management or ability to finish the job financially.
Council talked through the choice before voting. According to Community Impact, one council member asked whether the young company had experience with a job of this size. Synth Construction principal Kenil Patel, who attended the meeting, pointed to similar projects the firm finished in the past year. He said its network of specialty contractors let it submit a competitive proposal, and he described his background at large general contractors, including two skyscrapers in Austin. Asked about capital project staffing, White said she had no concerns and did not plan to use the Public Works project manager.
The $629,538 covers construction only. The new cardio and weight equipment is the separate $390,000 purchase council approved in July, and the Friends of West U Parks Fund agreed to reimburse it. The city's October update thanks the Friends for "their continued fundraising efforts and support of West U parks and greenspaces."
The Handoff Comes After the Holidays
Synth Construction's preliminary bid schedule, included in the same council packet, sets out the changeover by date. It shows phase one finishing January 15, 2027, followed by delivery and installation of the new fitness equipment in the upstairs space January 19 through 21. Under that schedule, the upstairs area returns to public use January 22, the same day phase two starts. Demolition of the existing cardio and weight room is scheduled to begin February 4. The milestone page lists substantial completion on April 15, 2027, and final completion on April 28. These are a contractor's preliminary dates, and the city's own update still describes phase two as "estimated" for late January.
If that schedule holds, members move to the new upstairs cardio floor in late January, just before the old room comes out. That puts West U's winter calendar inside the low-disruption half of the project. The city and its neighbors have these dates on the books after this post goes live:
- Saturday, November 7, 9 a.m. to noon. West U's biannual recycling event at 3826 Milton St.
- Thursday, November 12, 6 to 8 p.m. "Artists-in-Dialogue" at Rice University's Moody Center.
- Sundays, November 15, December 6 and December 20, 9 a.m. to 1 p.m. The Rice Village Farmers Market at Kelvin Drive and Amherst Street, which runs on the first and third Sundays of each month.
- Saturday, November 21, 6 to 8 p.m. "New Art / New Music Fall 2026" at the Moody Center, followed by a reception.
- Monday, December 7, 5:30 to 7 p.m. The city's Christmas Tree Lighting Ceremony at the Community Building and Senior Center, 6104 Auden.
- Wednesday, December 30, 4:30 to 6:30 p.m. The Polar Bear Pool Party at Colonial Park Pool, 4130 Byron.
The last date on that list is the most useful one for anyone already thinking about 2027. The city describes the Polar Bear Pool Party as two hours of swimming "for those who are brave enough to endure the cold weather and chilly water." Entry is $8 for residents and $14 for nonresident guests, and residents who buy a 2027 pool membership at the event get in free. Colonial Park is a separate facility from the Recreation Center, but the timing works out. Residents can buy a 2027 Colonial Park membership at the party in late December, and the new upstairs cardio floor is scheduled to open about three weeks later.
Under the contractor's schedule, the rest of the renovation wraps up in April, and the city's update anticipates completion of the full project in May 2027.
